A/C nor the fan are working

Actually when the car is running neither the A/C nor the fan are working. The A/C is charged (I have checked) but the fan isn't even blowing when the A/C isn't on. Could this be a fuse? Or a connection? Your help would be appreciated.

More then likely you don't have power to the blower or the motor has failed. This is a different system then the compressor and freon so that will not effect the blower. Here is a guide that talks about this:

Then I attached below the process from the manual on how to replace the blower motor as I suspect that is the issue if it is not a relay.

I just went through the same thing with an 02 tl. Has to replace the blower resistor and the blower motor now have A/C and heat.

With the blower working, does the A/C now work? They are 2 different systems.

I attached a wiring diagram of the A/C system for you to check. Make sure you have pressure in the lines for the A/C system. Otherwise, it will not work.
