I drove my son to preschool this morning, drove home( 5 minutes away) went to the house waited about 30 minutes to take my older son to school and it would not start. It cranks but will not turn over.

You will need to verify which component you are missing. Fuel or spark.
I do not believe that is is fuel. I know I have gas in the car and have not recently had any trouble w/ injectors.

I understand, but if the pressure regulator, isnt getting fuel to the injectors, or the pump isnt working anylonger. Or the fuel filter is clogged to where it has a hard time starting, these can all of a sudden be a possibility but we wont know until it is tested.

I had someone check and he said it is not getting any spark. It is definitely getting fuel, no spark. Would this be the coil pack? This is my second 95 neon and I'm thinking this may have happened to me before with my other Neon.

Yes it can be the coil pack, also I would check the crank sensor, as both of these can be at fault, before you condemn the coil pack, check for voltage going to the pack
