1995 Dodge Neon engine turns over but wont start

Hello we bought this neon with the previous owner telling us that the timing belt was bad on it. So we thought well this will be easy to fix and not to expensive either so we bought the car and had it towed to our house, We got the new timing belt on it and aligned the marks up on the pullies as they are to be as shown in the repair book, this is a SOHC and when we got it back on we thought well with everything off yet but the timing all hooked up and ready to roll lets turn it over and see if she will start for us just to make sure she was in time and all then we would put the rest all together. Well to our suprise the car wouldnt start it just made a loud clicking sound as if the starter was bad. So we thought well we will have to change the starter out tomorrow, and then I got to calling someone that knew a lot about cars and such and asked him what he thought about this he asked us was there compression at all, and we told him no there was no compression showing on the compression tester, but nothing was hooked up at all, Well we then decided to go with the starter issue again thinking that it was bad we hooked up jumper cables being the backyard mechanics that we are and like to fix things ourselves and save a ton of money we jumped the starter, and the car turned over now, but only if we kept that jumper cable on the solinoid of the starter if we took it off it went back to clicking sound and no turning over at all, now we thought it was the battery but nope the battery has a good charge and spark to it, So we are lost could the head be bad we heard that when timing belts go bad on these cars that they are known for the heads to go bad as well. Check the engine compression and report back with the readings before we go into the starting circuit-

There is no compression on any cylinder. This means bad head right?

Recheck the timing belt and double check the valve timing-meaning all the marks on the sprockets are where they suppose to be before you put the belt on-

Did you put the engine no.1 piston on its compression stroke/TDC and line up all the markings on the cam and crank sprockets?

Hello,
we never even thought about being on time with the TDC, but may I ask how would I do that? How do You do know top dead center of the compression stroke? Is what I mean to ask. We have the valve cover off can we tell by the valve positioning of the rocker arms, if you could call me to give me more information about this that would be great 814-378-7695 or you can email us your phone number at chevyvsdodge@verizon.
