Will not start unless jumped. Changed ignition switch and system relearned key. Battery shows 12.7 volts off and 14 volts running. P1516 error code comes up.

Hi and thanks for using 2CarPros.com.

The code is related to the throttle actuator control (position) sensor. I do not see why that would make a difference by having the vehicle jump started.

When the vehicle is not jumped, does it crank normally or does the starter fail to turn the engine? Have you checked to make sure the battery terminals are clean and tight as well as the battery being good?

If you have not checked the battery or terminals, follow these links which discuss battery load testing and terminals.

You will need to use a volt meter. Here are directions on how one is used:

I am asking that you start with these tests because something as simple as a weak battery connection can cause this. It can also have an adverse effect on electrical components once the car is running (after being jump started).

Do this and let me know what you find. If you have other questions, let me know.

Take care,
Joe

Thanks Joe for answering so fast. I could not do a load test since the starter would not engage. Next best thing, I switched batteries with a 1994 Buick LeSabre and the Saturn fired right up. Thanks for your help and leading me in the right direction.
