Overheating issue due to no fans running

So, I changed out the electric pump and relay. It seemed to make a difference. Temperature is more regular. However, after driving for a while, say 45 minutes, I start getting steam and can hear the coolant boiling into the overflow tank.

Another thing to note, the coolant temperature on the dash still reads very low. I think it has to do with the coolant not circulating. That bottom hose isn’t getting very hot at all.

Yeah. Boiling in the overflow tank and temperature sensor not seeing the overheat is a restriction. Clearly we are missing the restriction somewhere. Have you pulled the hoses off the overflow tank and made sure there was no obstructions anywhere in the hoses?
