Intermittent carburetor backfiring on both sides

4th time I've tried to post this.

There's something wrong with this system. This is the 3rd time I've had to rewrite this.

Behind the choke lies a lever. The green side has a screw that adjusts against the jagged end of the plastic fast idle cam. However, does the red side need to connect up to something?

There should be a spring behind that piece that goes on the tab you have circled in yellow. The screw is used to adjust the fast idle while the spring pushes on the screw and lever in the opposite direction.
