Car will not turn over

All of the sudden, the car will not turn over. All of the electrical accessories work fine. New battery didn't help a bit.I swapped all the relays and fuses, no luck. When I turn the key to the start position, absolutely nothing happens. Dash lights remain on, if the headlights are on they don't even flicker. Not even so much as a click!
There is battery voltage at the big terminal on the starter, but I can not access any other terminals on the starter because, as you may know, this car was designed to discourage anyone but a dealer from working on it. I can't remove the starter to test it without also removing a motor mount and jacking up the engine. I don't have those capabilities.
Do you have any suggestions on the best way to troubleshoot this? Ignition switch perhaps?

Welcome to 2CarPros.

I have a couple things you can try. First, fuse 8 in the power distribution box (PDB) under the hood, check to make sure there is power to it.

If there is, then locate the brown wire off the starter relay in the PDB and see if power is available to it when the key is in the start position.

I attached two pics regarding this. Since you can't get to the S terminal on the starter to check, the next best thing would be the wiring up by the PDB. Also, you could try applying 12v direct to the brown wire from the relay to see if the starter engages.
