Noise when going over a bump or turning steering wheel

When I go over a bump or turn the steering wheel it sounds like something is stretching. That is the best way I can describe it. Any help would be greatly appreciated.

Can you tell me if the noise is coming from the exterior front of the vehicle or if it is in the vehicle?

I need to say that this vehicle is not sold in North America, so I have no specific information. However, if the sound is coming from the exterior, chances are one or more of the bushings is bad. Bushings such as the sway bar bushings can creak when they dry out over the years. Additionally, control arm bushings can also make the noise. Ball joints which are dry and worn can do it too.

If the sound is inside, most likely it is in the steering column itself.
