A/C unit not working

Ever since I bought this vehicle the air-conditioning has not worked.
The compressor clutch is not engaging. When I took out the compressor relay and linked it out it the clutch did engage with the engine running and the light on calling for A/C.
The temperature in the car did not change.
Would the lack of R143 gas in the system inhibit the compressor clutch engaging?
Any help I would appreciate.

Good afternoon,

Yes, if the pressure is too low from the lack of Freon, it will not come on. The pressures have to above 40 pounds for the system to come on line and work.

Make sure the 2 fuses for the relay have power with the key on.
