Code P1516, will not start after overheating

My car won't start so I hooked it up to an OBD / OBD2 reader and a trouble code P1516 shows up. I've already replaced my spark plugs, my starter and my battery. What can I do to fix my car? It was overheating so I had to change out my thermostat and thermostat housing and the coil pack. What can I do to make my car run again? Because I have been stuck on the side of the road trying to get my car to start for a little over a month now.

This code P1516 is related to the Throttle Actuator Control. I've attached picture diagnostic steps below for this code on your car. Let us know what you find and we'll go from there. Hope this helps and thanks for using 2CarPros.

I don't understand the circuit d description and when I enlarge the pages the words become blurred to where I can't read them.
