2004 Volkswagen Jetta code P2181 Engine cooling Performance

I believe the radiator fans may not be coming on. The fuse is good though. Where should I look for other possible causes? No one seems to want to give out any information as to what this P2181 code means. Surfing for answers I found that it means "Engine coolant Preformance" thats a pretty broad term. Is there a relay or switch in the fan circuit?

There are a couple things, most notably the ECT 'engine coolant temperature sensor'. $40 at the dealer and fairly common problem. I just changed one. Located on drivers side in line- cant miss it and takes about 5 minutes to change. On that note. After I changed it and cleared the code, it came back. So my next step was the t-stat which was about $15 and a bitch. But it cleared.

The problem I now have is getting enough fluid back in it to keep the temp light off. It also now seems to be leaking from behind the engine?
