Would the relay switches cause a car to crank but not turn over?

Welcome to 2CarPros.
Is there a specific relay you are referring to? Among other relays, this car does have both a ignition relay, ECM relay, and an anti-theft relay. Any of these could be causing a no start.

Also, here is a link that discusses the most common causes of a crank no start condition. I'm adding this because many things can cause the condition you described.
