Why doesn't heater blow hot in car? It is circulating hot water through the core, and fan is blowing in car, floor or defrost, but it doesn't blow hot?

Both hoses are hot? Check the blend door under the dash to be sure it is switching between hot and cold.

Is that gate from heat to cool reachable from under dash, or do you have to take dash apart?

Depends on where the heater core is, under the dash or in the engine compartment. Have someone move selector from hot to cold while you watch under the dash and behind the glove box for the cable moving a door, or under the hood possibly near the core if that is where it is
