1, 4, 5, 6, 13, 14, 16, none of those light up the test light. I used the same light to test the red wire on injectors. All injectors made it shine. The relay (p) also made it glow.

Half of the plugs are under the intake, which are 1, 3, 5.

I am going to assume you do not have a good ground on your test light.
Use the same ground spot you used when testing the fuel injectors or the negative battery post and tell me again if those fuses have power or not.

Okay. From negative cable as my ground. I am now getting no light at injectors. But the fuses are now lighting up.

No fire to injectors, relay is getting fire and fuse is hot as well.

That MFI relay has two spots that need voltage. Then of course it needs a ground.
Does that relay even click when you first turn the key to run?
Did you try a new MFI relay yet or try swapping it yet?

There is a clicking sound somewhere in the fuse box, I did swap the relay.

Put your finger tips on that relay and feel if it clicks or not when someone else first turns the key to run.

Do you have voltage at any of the other spots that red wire from the MFI relay feeds with the key on run, the pins 41 and 47 of the PCM, the camshaft position sensor, two red wires at the idle air control motor on throttle body, the volume air flow sensor near the air cleaner cover, the crankshaft position sensor, just to name a few?

Check the fusible link 7, too in that under hood relay box. Because it feeds the ignition switch and eventually the ignition coil.
