No start when cold

Floods out, have spark, 200 lbs compression when you let go of the ignition switch from start position it try's to start.

Is there a history to this? Meaning was there something else that happened and then this started to flood out?

We need to start with checking fuel pressure and make sure it is correct. Then we need to replace the spark plugs. A lot of times we had one issue and then that gets repaired but the engine flooded and fouled the spark plugs now it is not starting due to the plugs. So I would change the plugs and then try to start it. Clearly if you have spark, fuel, and compression then the engine should start. However, fouled spark plugs will not start the engine.
