No heater operation - blend door actuator location?

Are both heater hoses sort of equally uncomfortably hot to hang on to when the vehicle is at operating temperature? (Hoses to the heater core)

I was checking to see if there was circulation through the core.

Could be stopped up again if the hoses were cooler than normal.
