No. There is no programming for this as it is basically just a fuse box.

I noticed that when my headlights are on, my right turn signal goes slow. When my headlights are off, they go fast. I just tried changing the bulb and that didn't do anything. What else could this be?

It sounds like you either have a bad ground or low circuit voltage.

I would test your battery ground to the motor, frame and body and then test your lighting ground. You should read 0.04 ohms at each location.
The ground locations are noted in the diagram below. There are 4 in total.

Also test the voltage at the battery while running. This should be around 14.5 volts. If it reads 13 or less your voltage regulator had failed.

I would do an alternator check here is a guide to help you.

Check out the diagrams (Below). Please run this test and get back to us.

Thank you for answering, but do you know if this is something that AutoZone can check? Because I don't have a clue as to what you're talking about (no offense to you).

That's okay. No they will not check this. If you like I can explain how to do it and you will need to buy a multi-meter for about $25.00. If not a shop would need to test this.

My son has a voltage checker (if that's what you're talking about). I just really need a step by step guide. I appreciate that.

Hi,

It could be the turn signal flasher relay contacts are wearing and causing resistance this will slow down the flashing when the system takes on more load like turning on the head lamps. Check all the exterior lights be sure they good and bright like they should be a blown bulb or poorly lite bulb will indicate an electrical problem in the power or ground circuit. I'm attaching repair guides and turn signal flasher relay location below. Let us know if you need more information for this problem and we will get for you.

I understand where the flasher relay is, but now how do I test it? Can I do it with a test light that I use on my fuses? If so, how?

If the alternator tests okay I would try replacing the flasher, it would be difficult to test the flasher.

I just called up AutoZone to see if they have the flasher relay to my car. The guy asked me if I tried taking the relay out and see if my signal works fine. He said that if it works perfectly, that would prove that it's the relay. He told me that the relay is in the car basically for the hazards. Is all of this true?

No it isn't. The power for the bulbs goes through the flasher. If you unplug it they wont work at all.
