Heater gets warm inside, but not warm enough. It goes cool at red light or sitting still at idle.

The heater core could have air pockets, but it is more likely that the core is restricted with crust inside. You can try removing the heater hoses and back flushing it with a high pressure garden hose but that rarely lasts long. You usually have to replace the core and that is a lot of work.
