cruse surging after 60 hpi at first and after replacing
servo won't engage, at all

a couple weeks ago I asked the question how to fix or diagnose the speed control on my 1999 windstar. The reply was have I had ihe recall done, and do I have brake lights. The answer is the recall was done and I do have brake lights. But the cruse doesn't engage. All fuses are ok and thr speedometer works fine. I have had extensive traning on diagnosts and the use of voltmeters and scanners and the scanner reads no codes."Cheap scanner" I have donated to the cause would apreciate some input on how to diagnose the circuit.

Check the SCDS(Speed control deactivation switch) there was a recall on them, they tend to spring a leak(slow) and can start fires. Unplug it, it's located at the underside of the master cylinder. Put a jumper across the wiring harness connector. See if cruise works.

The most common failure is the BOO(brake on off) switch and SCSD, but your lights work, so my guess is either the fuse, or the air bag sliding spring contact(clockspring). Thats under the steering wheel. Check your email for testing PDF file.
