Ford Windstar electric system

1999 ford windstar. Starts and runs but actl like ignition not on as in no gauges work or radio or power windows. Headlights and brakes work.

In the diagram, check the threee fuses on the left. As you caN SEE, one fuse is hot all the time, the other two are hot with the key on. Use a voltage tester. The fuses are for instrument cluster.
