Weak A/C? Not working?

My a/c works but doesnt blow nearly as cold as my 3 subarus I feel it should be colder any maintance suggestions. The truck was originally from texas if that helps any. I heard there is a filter that needs to cleaned or replaced

The cabin air filter should be replaced. but that will not affect the cooling. if its plugged less air gets in meaning it would be cooler then if filter isn't plugged. i would suggest the cooling system flushed and recharged.
