1992 Ford Explorer FUEL PUMP

When I check fuel pressure which is suppose to be 39 to 40 psi and which it is when I turn key on but when I start engine it drops to 30. Is this norm?

What liter engine is this? There's different specs for a given engine liter on 6 cyl.

Losing power could be anything within the engine management system. Do you have a check engine light?
