Engine cranking but not turning over

I replace the rotor and rotor cap. I replaced the ignition coil. That did not work. I hear both relays under the hood clicking on an off okay. The fuse in the cab is okay as well. I replaced the fuel pump but I do not hear it turn on at all. I waited five seconds in between key turn off and on several times and still no pump sound. I have a 12 volt test light with a little small clamp on it to use if needed and a volt meter as well if needed. Please help, Mark

The truck has been running like is has not been getting enough fuel some time like running out but then gets power back again for many months now along with I always have to pump on the gas pedal a lot to get it to turn over for the first crank up if the day but once it has been running it did crank up okay after it was hot but when it sat a little and cooled down the having to pump on the pedal was required again. Then finally yesterday morning it would not turn over at all no matter how many time I tried pumping the peddle and I did not flood it. So that is why I got a new pump as well.
