1998 Dodge Neon A/C not working

The compressor will not engage when A/C is selected. A/C clutch relay seems to operate fine. Does that mean either the clutch or compressor are bad? How do I troubleshoot?

Start by checking system pressure 1st

I checked the pressure, and it was nil on the low side. Added some oil and freon, and now the clutch cycles on and off in a few second intervals. Is the most likely cause the Pressure switch? I am getting a gauge set today to check both high and low.
