On the top (picture below), there's a white arrow pointing down on top of an upper case white letter 'T'(black rectangular button).
What is that for?

First, I'm sorry. Number 17 is the fog light relay. The fuse is number 31.

Take a look at the attached picture.

Did you check of there was power to the fuse? Also, try switching the relay with one in the relay box that has the same part number and see if that chances anything.

As far as the fuse, confirm there is power to it. Also, a visual inspection usually works; however, they can look good and still be bad.

How do I check if there is going power to the fuse. Looking at the fuse, the silver metal, aluminum wiring inside is not broken or burnt. On the relay, I'll have to purchase one because there is no backup relay.

Basically to check if there is power, all you need is a test light. Take a look at the link above, how to check a car fuse. It explains how to confirm power is there and making it through the fuse. To help, I added some general tooling information.

If there is no power to the fuse, we will need to disconnect the battery and remove the fuse box to identify what is damaged and causing power not to make it to that specific fuse.
