Car will not crank. The starter and battery are fine. CEL code is only showing code for relay for the cooling fan. All lights inside and outside of car work. (I.E. Headlights, dome lights, dash and radio). When trying to start the dash lights go out for a second until the key is released back to on position.

Hello,

And if the battery fails here is a guide to help you change it out.

Does the starter get power at the trigger wire?

Here is a guide to help you find out. Check out toward the bottom of the guide.

https://www.2carpros.com/articles/car-engine-will-not-crank-over

You might need to jack the car up as well.

Please let us know what happens.

Cheers, Ken

Okay then it must not be getting a trigger signal. There is a starter relay that can be causing the trouble. Also is the security light flashing?

Here is a guide and a wiring diagram and fuse and relay location (below) so you can run so tests.

Please run some tests and get back to us we are interested to see what it is.
