Does the in car temperture sensor help control the climate control of the inside of the car. If it says it is tweny two degrees the air conditioner will not run. And if it does where do I find it to troubleshoot for a bad sensor.

You would not know what the in-car temp sensor is reading, it is an input to the ACM only. If it read 22 degrees you should theoretically get heat from the system. Are you talking about the outside temp sensor that displays on the dash. This sensor is in input, and also an information sensor. It is located behind the grille and yes, no a/c until 40 or 45 degrees.
