A/C blows hot and cool

A/C compressor turns on and off and blows cool not hot on driver side and hot on passenger side and armrest vent for backseat.

It sounds like two different issues. First, the compressor is designed to cycle on and off based on demand. Have you checked Freon level/pressures to determine if the system is fully charged?

If possible, let me know both the high and low side pressures.

As far as the interior, it sounds like the blend air door actuator for the passenger side isn't working. Here is a link that shows how one is replaced:

Here are the directions specific to your vehicle for replacing the actuator for the right side. The attached pics correlate with the directions.

DUAL ZONE PASSENGER SIDE
REMOVAL

Warning: on vehicles equipped with airbags, disable the airbag system before attempting any steering wheel, steering column, or instrument panel component diagnosis or service. Disconnect and isolate the negative battery (ground) cable, then wait two minutes for the airbag system capacitor to discharge before performing further diagnosis or service. This is the only sure way to disable the airbag system. Failure to take the proper precautions could result in accidental airbag deployment and possible personal injury or death.. NOTE: The single zone heater-A/C system is equipped with a single blend door actuator. The dual zone system has two blend door actuators, one for the driver side blend-air door and one for the passenger side blend-air door.

1. Disconnect and isolate the negative battery cable. See: Battery Cable > Service and Repair
2. Remove the glove box from the instrument panel. See: Glove Compartment > Service and Repair
3. Remove the three screws (1) that secure the blend door actuator (2) to the passenger side of the HVAC air distribution housing (3).
4. Remove the blend door actuator from the air distribution housing and disconnect the HVAC wire harness connector (4) from the actuator.
5. Remove the blend door actuator from the vehicle.

INSTALLATION

1. Position the blend door actuator (1) into the vehicle.
2. Install the blend door actuator onto the passenger side of the HVAC air distribution housing (2). If necessary, rotate the actuator slightly to align the splines on the actuator output shaft (3) with those on the blend door cam (4).

3. Install the screws (1) that secure the blend door actuator (2) to the passenger side of the air distribution housing (3). Tighten the screws to 2 N.m (17 in.lbs.).
4. Connect the HVAC wire harness connector (4) to the blend door actuator.
5. Install the glove box into the instrument panel
6. Reconnect the negative battery cable.

Very very good information but it didn't fi4my problem. Actuators are working good opening and closing the doors but the two silver pipes under the steering wheel driver side are very very hot not for sure why. They are coming from under the hood going into the system. I am trying to get some upgraded gauges to check the high and low pressure.

Honestly, the best way to know what is happening with the AC is by knowing both high and low pressures. So, I think you have a good idea.

As far as the pipes you referred to, I believe they are the heater core tubes. I attached a pic of what I believe to be what you are referring to. I highlighted the tubes. Are those the tubes you are referring to? If so, it's normal for them to be hot because engine coolant is running through them.

I finally figured that part out I also changed at the passenger side actuator and the front vents blows out cool air and the back armrest for backseat blows out warm air the air is still not cold. There for a while it was blowing pretty cold air out then it went back to its normal Behavior. The compressor continues to cycle on and off making this little clicking sound and only pushes out cool air still. I'm about to change out the actuator on the driver side not sure if that would help any.
