Cavalier will not start. It turns over and if I am lucky until start after twenty times maybe. When it does start it just shuts off like it is out of gas. I changed fuel filter but it did not help. Before this became an issue, when I was driving it, it would just shut off going down the road. That is exactly what is going on.

Check fuel pressure with a gauge. It sounds like it is very low. Auto parts rent gauge. See our link on how to do it. should be 50-60 psi with key on only. must meet minimum.
