The old blower motor must have caused it pulling too many amps.

That's what it appears. I pulled the cabin air filter and it has clearly never been checked by my oil change shop despite them indicating on every report that it appeared ok. Kinda mad. It never blew the fuse though. If I want it to burn a fuse instead of the wire next time should I down amp the 25A blower fuse in the right fuse box or the 30A blower fuse under the hood?

Yep, that will do it, lol. I think this is why the car manufacturers have stopped installing these filter because they plug causing the issue.

I have a 2004 Chevy Impala. The ac/heater fan quit suddenly quit working. We checked the fuses they are fine. However there was the smell of burning wires and smoke under the dash. As long as the switch is in the off position the burning does not occur. What could be the cause of this problem?

Check the wires to the fan and the blower resister. I would say the smell is coming from that resister. It is located right there by the fan.(Under dash on passanger side)
