Where is the fuse fuse box under the instrument panel/ dashboard? Buick couldn't tell me nor the dealer.

Ac does not turn on. Is Blowing air, No Compressor Click when turn on, underhood fuses and relays good, but can't find under dash fuse panel to check status of the AC fuse there. Removed the hush panel on the driver side and a panel on passenger side. Where ever it is, It should not be this difficult to access. Have checked rear seat fuse panel too.
