1999 Buick Park Avenue alternator

You can drive any speed nigth or day and I feel the motor losses power and the alt gauges goes from normal to 11.7 11.8 12.1 etc. Back up to 13.8 only last for 3to 5 seconds lights will dim then come back to normal it happens every day to every other day im thinking my alternator is sticking please help thank you
