In the diagram, check left and right rear park lamp fuse for voltage, headlamp on. Use a testlight, there is usually a bare spot over each fuse leg, the testlight ground goes to vehicle metal part, the pointed end, touch the bare spot over fuse leg. If the light comes on, the problem is after the fuse, if the light doesn't come on, the problem is before the fuse.
Voltage for fuse comes from park lamp relay, have to check voltage and ground for coil side of relay before suspecting the relay.
The bcm and headlamp switch are involved with that ground. Just take one thing at time.
