Tail lights not working?

Hi I have a 97 Chevy all my tail lights are not working but my brake lights work, they have new bulbs and the light bulb is new on both sides can you help me to find the problem?

I would check the LPS fuse #9 the interior fuse panel for power here is a guide to help and I have included the tail light wiring diagrams so you can see how the system works and a guide I think that will help.
