Horn relay location

The horn on my Taurus is not working, I was able to check the fuse, (not in the exact location shown in electrical drawings). My meter shows no power to the horn when pressing the horn or key switch to lock the vehicle. According to what I found, K33 is the horn relay. Other postings have indicated its located to the side of the battery (1999) or behind the instrument panel (2001). I switch the only relay located on the side of the battery with no change.

If its located behind the instrument panel, does the panel have to be removed in order to access the relay?) If not, would you know where its located and how I can gain access to it?

The horn relay #19 should be in the relay box to the left of the battery (behind the headlamp). Here is a guide to help test and and the location in the diagrams below
