The colder it is the longer it takes for it to start

My 99 f150 pickup defrost along with air and the blower will not work but after driving for 20 to 30 minutes it all of a sudden starts.

Is the problem the blower motor? If so, have you checked to see if it is getting power?

There seems to be a very lite flow of air less than the lowest setting even when it is on high. After 20 to 45 minutes may be more it starts. I changed the resistor last year.
