1998 Ford Ranger Revs high

Truck revs up real high and hangs for a while before returning to regular idle while coming to a stop, depressing clutch, or putting in neutral after being under power. CEL says bad emissions (egr malfunction, vacuum leak, etc.). I have replaced EGR valve, DPFE sensor, IAC valve, and had a vacuum leak test. Problem remains. Does not do it if the IAC valve is unplugged.

If it does not do it anymore with the IAC disconnected, try another IAC, if that does not resolve it then most likely you have a failed pcm that is the controller for the IAC.
