1997 Chevrolet Blazer dont know what something is

There is something behind the front rotor of my truck it almost completely circles my rotor stopping inches from my caliber on both sides. It is torn I dont know what it is or how important it is to have replaced. I have not seen it on other vehicles

It's either a dust boot or the backing plate. They keep things from being kicked up off the road surface and getting stuck between the rotor and non-moving components.
