Have you tried a pair of vice-grips? The proper size wrench or socket wont work? I cant see much from here.

Yea I know this dont help much when you cant see. Nothing dont seem to work with the wrenches vice grips maybe if I had a smaller pair. But no room for socket to fit

You might try a die-grinder, grind off the nut, be careful with the sparks. You can get new bolts and nuts, whatever, from your local hardware store.
