Fuel tank removal

We tried removing the fuel tank straps but the nuts and bolts busted and now they just spin in place, they are threaded through a spring clip, short of cutting them off, We do not know what to do, we have tried vice scripts, open ended wrenches and sockets.

Not yet we are trying not to do that due to how close it is to the fuel tank
