My Ford f150 manual transmission has to be boosted by cable or battery charger. It turns on fine when this is done. I have replaced the fuel pump, spark plugs, cable terminals. But I still have to boost truck. Could it be battery That is bad? Once I turn off vehicle it wnt turn back on until I put cables on it.

Of course the battery would be the likely culprit. After testing and replacing the battery you will have to get the charging system tested.

Ok I more or less figured it was the battery, but if truck is completely dead why is my lights, and stereo, and lighter plugs all workin? Even tho battery is dead.I figured if no juice n battery. No power /juice to anything else. ! Could this be an issue on top of the battery as Well?

Because the starter requires more current than any of the lights or other accessories. The bottom line is that is if starts with jumpers, all you have done is added more battery power. Make sure the terminals are clean and tight also.
