99 NO START?

1999 Mercury Cougar

Replaced fuel pump alternator battery and spark, plugs good fuel pressure in the fuel rail. Cars getting spark engine and cranking fine so starter is good but the car still wont run

Fuel, spark and compression are required to start. One of them is missing. You say you have spark. Good, now you need to measure the fuel pressure. Should be around 40+ lbs.

Have all 3 of those the car still doesnt start that is the problem

Maybe it is flooded. What is the compression and fuel pressure

Its almost as though there is fuel through the rail the injectors arent opening

Almost? You need to measure the fuel pressure. Try sparying carb cleaner into the air filter and see if the motor fires up for a few seconds.

Ok, I bet you have a failed fuel pump. It may not have enough pressure to start it.

Check the inertia switch as well. It may be in the trunk behind a door clearly marked or it is behind the right front kick panel in front of the passenger door.

Have fuel pressure up to 40 psi but having an issue where I have to pump it up by turning the key on and off or wiggeling the relay so the pump goes on and off also was wondering what the five wires are on the plug for the pump boot
