2001 Volvo S40 Bluish smoke from the tailpipe

I have a 2001 Volvo S40 turbo 1.9. There is alot of smoke coming from the tailpipe at both idle and acceluration. A mechanic checked the valve seals and head gasket. They seem ok. There is no oil on the ground or under the hood and no oil in the radiator. However, there IS oil in the turbo. Is that normal and do you have any ideas as to what could cause the smoke out the tailpipe?

Check your wastegate and the seals. If that goes out it will burn oil resulting in bluish smelt.
