1996 Volkswagen Jetta Wiring

I am trying to hook up 12V LED lights. I wanted to hook them up to the light switch but because there is a dimming wheel I don't get the 12V that I need.
Is there a wire I can splice into that has the constant 12V that I need when the car light switch is turned on?
Also I noticed that the cigarette lighter does not get 12V when I turn my lights on, why is that.

Most things in a vw or audi are controlled by the ignition. Key off= power off. If you need constant power, go to the battery, but run a fuse, and a switch. That way you can turn off your leds when you want to.
