Trouble starting after running turns off will not start

I will go to a spot, turn off engine, short stop or long stop makes no difference. Turn the key, engine will start to fire, then shuts off, as soon as I release the key back wait turn key to start fuel pump, it works, try to start again, turn over and shuts off. Do this several times, then finally starts. It blubbers and pops. I hold on the accelerator until it clears runs fine again and again until the next time.
Fuel filter is clean and new.

Hi,

Although you replaced the fuel filter, the pump may be taking longer to prime the system than is normal. What I suggest is to check fuel pressure and pressure drop off. Here is a link that explains how it is done. Do this and let me know the results.

Also, try this:
1) From the off position, turn the key to the run position (engine off) and count to 5.
2) Turn the key off and then repeat step 1, three more times.
3) On the 4th cycle, see if it starts normally.

If the engine starts normally after trying what I suggested, you have fuel pressure drop off or a weak fuel pump.
