Just to be clear you are referring to the axle flange bolts I circled correct? Those should be a M10 triple square unless someone changed them or they rusted. They get a lot of crud in them sometimes. It sounds like they may have been loctited in, red will make them almost welded unless you apply heat to them. I would wrap a damp rag around the parts on both sides of the flange, then heat the rear flange, then give the head a good smack with a hammer and either the socket or a swedish pipe wrench or basin wrench style tool that will grip harder as you push on it, most vice grips don't do that and they don't get a good grip on the head either.
