My car blows out hot air when the ac is on, so my friend is going to recharge it but said the air-conditioning clutch is not engaging. Is it the fuse?

Hello,

First of all you need to check to see if the air conditioning system needs to be recharged. Many times the clutch will not engage is there is no Freon.
If the system is full of Freon then you will need to check relays or pressure cycling switch.
I have attached the relay location and testing procedure for your reference.
