Starting the car issues

When I stalled my car in reverse I turned off the engine to restart it while my foot was on the pedal brake. I then turned it back on and it was moving forward with the e brake up and the lights inside were flickering and making a strange noise.

It sounds like the engine was not running so the power brakes were not working allowing he car to roll? The flcking lights sounds like a bad battyer or a bad connection at the battery lets go over these guides to see whats happens.
