1996 Saturn SL2 Is it my Fuel Pump or my Computer?

Hello, I have a 96 Saturn SL2 and I recently took it in for routine maintenance and oil change only to find out the fuel filter needed to be replaced. My mechanic ordered and replaced the part but now my car is basically undrivable. He had to put a jumper in just for me to drive it home in which case I had to rev the rpms super high before hitting the gas or it would sputter and die. He hasn't charged me for any of the extra work as he says he doesn't know whats wrong. He suggested I take it to a dealership to put it on their computer however I live 32 looong miles of WY country away from the nearest GM dealership. Just wondering if you have any suggestions that may save me from costly towing fees and dreaded dealership costs.

You brought it in for routine maintenance and came about needing a fuel filter-replaced it and the problem exist from nowhere-What's going on with it and what did he jumpered to keep it going?

Hello and thank you for geting back to me so quickly. Well my car was starting to sputter a little after a couple of really cold starts so I took it in to get checked out and "winterized" and now the darn thing won't even register on his shop computer. As for the jumper, I really don't know. I can tell you that it is a small wire going from the back to the front of the passenger side middle console. He stated that was the only way he knew to get the fuel moving enough to let me drive it home. I live in the middle of Wyoming and we just dont have the equipment and services most folks have. I am just wondering if it is worth it for me to tow it to the dealership or if there is something else we can try here locally. Any suggestions?
