1995 Saturn SC2 new clutch slips like the old one

I replaced the clutch, pressure plate, Flywheel, throw out bearing.
in first and 2nd all is well, in 3rd, 4th or 5th, when I press gas pedal down past half way the clutch slips.
the old one was doing the same, which prompted me to change clutch.
pedal travels all the way to the top be fore car starts to move, no noises, no oil on clutch.
pedal is firm when pushing. Not easy like my other saturn.
im so lost on what step to take next.
i did all the hydraulic tests, and it seems ok
